SUMMARY

The Program Manager implements, manages and controls all program directives related to the contract. This position ensures the timely accomplishment of all specified requirements and works with senior management to establish program priorities. The Program Manager is responsible for all related contract personnel and operates the program according to established policies / procedures and within stipulated budgetary confinements. The successful candidate will work closely with system owners, end users, and the development team to understand the functional requirements to create effective solutions utilizing Pixel hardware with Doc AI, BigQuery, Looker, Apigee, and other tools within the Google Cloud ecosystem.

ESSENTIAL REQUIREMENTS

May be required to obtain and maintain a Secret clearance which requires U.S. Citizenship.

May be required to obtain/retain a governmentbackground investigation commensurate with position requirements.

Must be able to pass a customer background check for access to facilities, equipment and property.

Certification at the Information Assurance Management (IAM) II level. These include CAP, CASP, CISM, CISSP (or Associate), GSLC, CCISO.

KEY DUTIES AND RESPONSIBILITIES
Essential Duties and responsibilities include the following. Other duties may be assigned.

Support the team in the design and implementation of collection and ingestion frameworks using

Google Cloud Platform an the Google Cloud Ecosystem.

Support the team in developing sophisticated data models and algorithms to support analytics, machine learning projects, and business intelligence efforts.

Oversee the teams creation and maintenance of dynamic, interactive dashboards and advanced data visualizations in Looker to empower business units with real-time insights.

Serves as a focal point and provides program management guidance and expert support for the contract. Responsible for overall assignment of work, management of personnel, financial budgets, as well as all operations and technical aspects for the successful completion of the contract / program requirements.

Possesses and exercises general knowledge of all technical and management areas of the contract.

Acts as a technical advisor and implements processes and procedures for effective program management.

Responsible for controlling cost and schedule management. Prepares periodic reports regarding status of contract schedules and budgets.

Ensures complete deliverables are submitted with the Contracting Officer Representative (COR).

Acts as an advisor to program areas regarding conferences, projects, deliveries and operations.

Performs a variety of complex deliveries. Effectively interfaces with senior customer officials, management and field operations.

Ensures compliance with all contractual requirements.

Exercises supervisory personnel management responsibilities. Develops program management competencies through training and coaching.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

EDUCATION AND EXPERIENCE

Master's degree in Business, Engineering, Finance, Supply Chain Management, Computer Programming, or related field from an accredited educational institution and a minimum of 3 years' relevant experience, or equivalent combination of education/experience. A Bachelor's Degree in one of the specialties listed for the Master's Degree may be substituted if the candidate has at least six years of Program Management experience.

JOB SPECIFIC KNOWLEDGE/SKILLS/ABILITIES

Demonstrated skills and experience compiling reports, metrics data, and other administrative functions, 3 years minimum.

Demonstrated experience in supply chain logistics, 3 years minimum.

Demonstrated experience in planning, initiating, managing, executing, and concluding programs and projects, 5 years minimum.

Demonstrated experience working in the bulk petroleum industry, 3 years minimum.

Experience with Google Cloud Platform and Google Cloud ecosystem preferred.

Demonstrated ability to develop and apply comprehensive solutions to client requirements / issues.

Skilled proficiency in the use of Microsoft Office Suite (i.e., Word, Excel Outlook, Project, etc.) and Microsoft application.

Exceptional organization skills with ability to effectively manage multiple projects and priorities.

Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals.

Excellent supervisory and management skills with ability to resolve conflicts, grievances, confrontations or disagreements in a constructive manner.

Excellent verbal and written communications skills with solid presentation skills.

Ability to schedule, plan and lead meetings.

Exceptional customer service and relationship-building skills.

Adept analytical, critical thinking and financial management skills.

Ability to implement a proactive approach to problem-solving.

Ability to interact professionally with team members, corporate management, and clients of all levels.

Demonstrated ability to work under pressure and to meet tight deadlines.

LANGUAGE SKILLS

Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups and/or boards of directors.

MATHEMATICAL SKILLS

Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations and permutations. Ability to apply mathematical operations such as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory and factor analysis.

REASONING ABILITY

Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Work is primarily performed in an office environment. Regularly required to sit. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.
