SUMMARY

The Program Management Specialist at USAID/Belarus plays a pivotal role in the strategic planning, implementation, and oversight of key programmatic initiatives aimed at advancing Belarus towards a functional, market-based democracy. Collaborates closely and supports the USAID/Belarus Country Representative, contributing to the development, evaluation, and refinement of comprehensive program strategies. Engages in high-level analysis, policy formulation, and ensuring the effective use of resources to achieve targeted outcomes, their work is instrumental in navigating Belarus's complex, sensitive, and rapidly evolving geopolitical landscape.

ESSENTIAL REQUIREMENTS

Must be able to pass a customer background check for access to facilities, equipment and property. This Homeland Security Investigation requires U.S. Citizenship or Permanent Resident (Green Card) status.

KEY DUTIES AND RESPONSIBILITIES
Essential Duties and responsibilities include the following. Other duties may be assigned.

Strategic Influence and Program Design (35%)

Leads in formulating and continuously refining the program strategy, ensuring alignment with USG priorities and responsiveness to Belarus's dynamic needs.

Acts as a principal contributor in defining program objectives and results, employing innovative approaches to overcome design and policy challenges.

Drives the integration of sector-specific projects into the overarching country program strategy, leveraging technical expertise and fostering cross-functional collaboration.

Spearheads the development of comprehensive program assessments to identify strategic impact opportunities and adjust program focus based on performance metrics analysis.

Advanced Budget Planning and Fiscal Oversight (15%)

Architects and manages a sophisticated program budgeting process, employing advanced analytical techniques to forecast funding needs and optimize resource allocation.

Influences budgetary priorities and ensure alignment with programmatic objectives, leading strategic planning of financial resources.

Represents the program's financial interests in high-level discussions, advocating for necessary resources to achieve mission goals.

Elevated Program Monitoring, Evaluation, and Learning (20%)

Champions a robust performance management system, setting evaluation and learning standards to drive program excellence.

Orchestrates monitoring and evaluation activities, using data to inform strategic decision-making and promote adaptive management.

Cultivates a learning culture within the program team, facilitating the integration of best practices into program design and implementation.

Strategic Communications and Program Advocacy (20%)

Leads the program's communications strategy, enhancing visibility and articulating the value and impact of USAID's work in Belarus.

Advises on strategic communications, ensuring program achievements and lessons learned are effectively disseminated and utilized.

Program Review Management and Implementation (10%)

Leads strategic planning for annual Operational Plans (OP) and Performance Plans and Reports (PPR), reflecting mission priorities accurately.

Spearheads comprehensive Performance Reports development, articulating outcomes and impacts based on programmatic data.

Serves as a liaison for cross-functional coordination, integrating diverse perspectives into cohesive program strategies.

Leads programmatic strategy evaluations, recommending adjustments based on findings to align with changing priorities.

Provides expert guidance on USAID and USG foreign assistance processes, enhancing mission staff and partner capacities.

Manages key operational systems, ensuring accurate and timely data entry to support decision-making and reporting.

EDUCATION AND EXPERIENCE

Master's degree or higher in International Development, Public Policy, International Business, or a related field is highly preferred. An advanced degree can offer in-depth knowledge and specialized skills relevant to the complexities of international program management and policy analysis.

Minimum of 3-5 years of relevant professional experience in program management, development, analysis, or evaluation within an international context is required. This experience should include aspects such as project planning, budget management, monitoring and evaluation, and stakeholder engagement.

Demonstrated expertise in strategic planning, program evaluation, and budget management within complex international development contexts.

Exceptional analytical and conceptual thinking abilities, with a track record of applying innovative solutions to programmatic challenges.

Strong leadership and communication skills, capable of inspiring collaboration across teams and effectively engaging with stakeholders.

Proficiency in USAID's operational frameworks and a deep understanding of the geopolitical and developmental nuances of Belarus.

Advanced knowledge in program evaluation, strategic planning, and performance reporting principles.

Proven ability to lead complex planning processes, synthesize diverse data sources, and articulate strategic directions.

LANGUAGE SKILLS

Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups and/or boards of directors.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.

REASONING ABILITY

Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Work is primarily performed in an office environment. Regularly required to sit. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.
