Job Description:

Administrative Services - Materiel Division is looking for an Administrative Programs Officer to keep our team working like a well-oiled machine.

The ideal candidate is someone who enjoys a fast-paced environment with a wide variety of duties, who enjoys working with lots of people. We are looking for a candidate who is a self-starter who learns quickly and enjoys teaching others. A mind for process improvement to find efficiencies is a welcome plus as well.

This position is in the Administration team of Administrative Services - Materiel Division. A diverse list of administrative responsibilities includes asset management, supply inventory, invoice processing, managing a barcode scanner loaner program, assisting with the State Recycling Program and other areas of surplus property, handling inquiries and email/phone communication with a variety of customers varying from other agency public servants to public citizens and vendors, and posting to the agency website using Dreamweaver. This position provides general administrative support to a diverse team that include State Purchasing Bureau, Surplus Property, State Print and Copy Services and the State Mail Center. Duties will include providing support for the management team in the areas of procurement, asset management, surplus and recycling as well as general support for teammates as the coordinator for supplies, IT, and communication needs. This position will also back-up other support staff in the area of procurement and assist with other projects as needed.

This position is located at 1526 K St., Lincoln, NE. Work hours are 8:00 a.m. to 5:00 p.m. A flexible work schedule may be available for the right candidate.

Job Duties:Generate and work with procurement documents in EnterpriseOne (State's financial system). Provide customer service and support for barcode scanner loaner program. Conduct annual inventory, handling division's surplus property, order, maintain and inventory equipment, furniture and supplies. Process invoices and payments, serve as back-up for procurement support staff - prepare procurement documents and post documents to the agency website. Maintain and assist users with the State Contracts Database (Hyland OnBase). Assist with recycling program efforts, and prepare correspondence, emails documents, spreadsheets and meeting minutes as requested. Assist in process improvement opportunities, calculate key performance indicator data for organization and communicate with a variety of internal and external customers. Maintain workstations, office space, and storage space. Other duties as assigned within the scope of classification.

Requirements / Qualifications

Minimum Qualifications: Associate degree in public or business administration, accounting, or any discipline related to the work assigned. One year of experience in administrative, business management or technical support work including collecting and interpreting statistical, financial, program, or administrative data; or interpreting laws, rules, regulations, and processes. Experience may substitute for education on a year-for-year basis.

Preferred Qualifications: Preference will be given to candidates possessing database management experience (Hyland OnBase, ECM); two years office experience using MS Word, Excel, Access, and Outlook; experience working with the State's procurement/ERP system (J.D. Edwards, Oracle, People Soft or SAP) helpful.

Strong interpersonal skills, emotional intelligence, and the ability to build relationships with stakeholders, including staff, agency customers and the public. Expert level written and verbal communication skills. Highly resourceful team-player with the ability to also be extremely effective independently. Must be adaptable to various competing demands and demonstrate the highest level of customer/client service and response. Ability to interpret and apply policies and procedures, statutes and rules pertinent to procurement.
