ECS is seeking a Senior Technical Writer to work in our Fairfax, VA office.

Job Description:
ECS is seeking a meticulous, creative, and highly motivated Senior Technical Writer to support a Department of Defense (DoD) Program. The candidate will work as a member of the collaborative Program Team responsible for designing, developing, installing, documenting, managing, and maintaining the physical and virtual infrastructure of multiple network enclaves within the DoD community. The candidate will work alongside both program and operations staff including network, systems, and security engineers; systems development teams; a process and documentation development team, and technical and programmatic leadership.

Specifically, the Senior Technical Writer is part of the high-energy/high-output Quality Management (QM) and Change Control Team established to promote and ensure the quality and delivery of Program processes and deliverables. The Senior Technical Writer is responsible for contractually required document development (researching, authoring, editing, proof-reading, and publishing); documentation scheduling and tracking; Quality Assurance/Quality Control (QA/QC) reviews; workflow development; templates creation; and documentation process improvement / standardization.

This Quality Management (QM) and Change Control Team is a demanding environment that requires the candidate to work dynamically, proactively, and both independently and as part of the team to achieve Program objectives. The ideal candidate must be able to expertly query, understand, translate, and communicate complex technical information into language that stakeholders with limited technical knowledge can easily digest. This candidate excels at interviewing Subject Matter Experts to extract pertinent information for document creation, and developing content that is technically accurate, concise, complete, clear, consistent, targeted and well organized. The ideal candidate also possesses excellent time management and organizational skills; demonstrates great attention to detail, and continually offers innovative ideas for improvement.

Required Skills:

  • U.S. Citizen
  • Ability to obtain and maintain a DoD Top Secret clearance
  • BA or BS in Information Technology, Computer Science, Engineering, English, or Communications preferred,
    • or 5+ years of experience as a document author and technical writer/editor working with minimal supervision to coordinate across functional and technical teams to produce quality deliverables
  • 4+ years of experience coordinating the completion of technical documentation across diverse teams of engineering and management stakeholders
  • Excellent written and oral communication skills, effective interpersonal skills, strong organization skills, problem-solving abilities, attention to detail, and strong work ethic that is proactive and self-motivated
  • Extensive knowledge of Microsoft Word, Excel, PowerPoint, and Visio, with strong ability to create sound presentation graphics
  • Consistently seek to improve quality and efficiency
  • Flexible to thrive in an evolving environment
  • Experience handling multiple tasks, changing priorities, and executing timely actions
  • Experience creating and implementing quality control processes
  • Ability to write and edit the following types of documentation (including, but not limited to):
    • Concepts of Operation (CONOPS)
    • Requirements Traceability Matrices (RTM)
    • Standard Operating Procedures (SOP)
    • Implementation Plans (IPs)
    • System Configuration Guides
    • System Security Plans
    • Test and Validation Plans
    • Dataflow Diagrams
    • System Design Documents
    • Architectural Diagrams
    • Infrastructure Documents
    • Other customer / contractual deliverables
  • A team player with proven ability to positively interact with peers and executive management
  • Hands-on experience and knowledge of Microsoft Teams and Atlassian's Jira and Confluence

Desired Skills:
  • Master's Degree
  • Active DoD Secret or higher Clearance preferred
  • Experience supporting large Federal programs ($200M+)
  • Experience and proficiency working within the Software Development Life Cycle and working knowledge of various methodologies/frameworks such as SAFe Agile
  • Team leadership experience
  • Knowledge of Federal 508 standards a plus
