Purpose

The Massachusetts State Commitments Senior Coordinator is a role within Avangrid Renewables' business responsible for the organization, communication, and tracking of Massachusetts state bid commitments which includes workforce development (including diversity, equity, and inclusion), innovation, environmental & fisheries mitigation, construction-related items, interconnection and energy, stakeholder engagement, port development, and supply chain commitments for the Commonwealth Wind offshore wind project. The role will report to the Director, Workforce Development and Supply Chain and will require local travel up to 30% of the job position to engage with external stakeholders.

The successful candidate must be extremely organized with an attention to detail and experience in managing sensitive and sometimes confidential relationships, compliance, and workforce development programs for a large-scale infrastructure project, with a preference towards-utility scale transmission or other comparable marine construction projects.

As part of the US Offshore Wind Development team, this role will coordinate and track compliance with the stated commitments/obligations during planning, construction, and operational phases of the project.

Responsibilities

The Massachusetts State Commitments Senior Coordinator will support all project teams to develop and implement a compliance program for the Commonwealth Wind project in coordination with the permitting team, project partners, and construction or package managers. In addition to coordinating and developing a tracking and reporting system for all the bid commitments, the successful candidate will be the subject matter expert to execute a subset of the commitments, specifically those related to workforce development and supply chain development. The position is based in Boston, Massachusetts.

• Develop and advance current workforce development partnerships primarily in MA to train local workforce, work alongside universities, community colleges, vocational technical and high schools, economic development councils, NGOs, etc; upon establishment of MA workforce development partnerships manage and oversee all Massachusetts bid commitments under the development team.
• Organize and maintain past bid commitments and effectively implement and monitor new final contracts under the various development and construction teams.
• Provide essential assistance to the creation of key project compliance documents (Environmental Management Plan, etc.) and update documents as needed; serve as the lead in developing new compliance documents as needed for workforce development and the development team.
• Develop training materials outlining bid commitments and present to project teams and work with package managers to implement DEI local content requirements.
• Develop and implement an internal process to ensure contractor compliance with local commitments.
• Participate and assist compliance planning and audits for ongoing workforce development bid commitments and lead compliance planning and audits for all bid commitments.
• Collaborate and communicate effectively with inter-disciplinary teams.
• Liaise with the Health and Safety team on HSE interface topics.
• Monitor and provide feedback to existing educational programs, refining through iterative and collaborative process and build upon feedback to establish and develop new tools to facilitate compliance with all educational programs.
• Support the Development team, including outreach, on various relevant tasks to ensure compliance during construction and operations.
• Review and maintain past specialized consultants contracts and recommend future contracts as needed, including the procurement and contracting of consultant/contractor services.
• Maintain current (MOUs) and implement future workforce development contracts and contracts listed in all bid commitments.
• Support the local supply chain development as part of the offshore wind procurement processes associated with New England Wind projects.
• Plan, develop, and organize meet-the-buyer events to connect various supply chain entities that could contribute to the successful execution of construction and operation of the offshore wind farms and recommend and create future events to ensure the supply chain has a robust pipeline.
• Maintain engage with current stakeholders and partners and transition as a representative that can speak to economic development councils, local chambers of commerce, educational institutions, government agencies about workforce and supply chain needs in the Massachusetts offshore wind industry.

Skills and Requirements

• Ensure key demographics for DEI and environmental justice populations are represented in workforce bid contracts and where applicable and monitor future adjustments as needed on the project.
• Represent Avangrid Renewables and/or project partners at relevant workshops, conferences, and forums for workforce development and lead future relevant workshops to establish awareness of programs and best practices
• A Masters degree in engineering, environmental studies/science, or related field from an accredited program or relevant professional experience.
• 5+ years' experience in environmental and/or construction compliance, workforce development or supply chain integration; preferably in the offshore construction industry (knowledge of offshore wind desirable).
• Experience working in Massachusetts with teams involved in large projects desired.
• Extensive knowledge of the Massachusetts Workforce Development System (Mass Hire) and its association with Community Colleges, Labor Unions, Vocational Education and 4 Year degree granting higher educational institutions.
• Strong analytical and problem-solving skills and attention to detail.
• Pro-active and diligent approach.
• Strong written and verbal communication and interpersonal skills. A demonstrated ability to effectively communicate across multiple levels within a company and externally to diverse audiences and stakeholders preferred.
• Ability to work under pressure and within tight deadlines.
• Able to adapt and work in a fast-paced working environment and responsive to change.
• Ability to provide accurate, concise, and timely advice to teams.
• Strong knowledge of Microsoft Project, Word, Excel and PowerPoint.
• Strong planning, organizing, delegation, communication, time management, and problem-solving skills.
• Skilled at leading teams and influencing others, including conflict management skills.
• Familiarity with the communities and contractors in which Avangrid Renewables is working with (Salem and Cape Cod) is highly desired.
