Project Director

Location:Washington, DC

Summary:

Pathfinder is currently looking for a Project Director to provide overall strategic leadership as well as technical and operational oversight for an upcoming 1-year USAID-funded program. The primary focus of this global program will support interventions that will build upon and expand USAID's efforts to leverage the roles of communities to strengthen and adapt existing community health platforms to support national policies and implementation plans for COVID-19 preparedness and response (non-pharmaceutical interventions) and continuity of existing primary healthcare services based on national guidelines and needs/priorities to create lasting structures for future response.

The Project Director will have an appropriate balance of technical, program management, and interpersonal skills and experience. In addition, they will provide technical leadership, strategic planning, and operational oversight for overall implementation of the program and will serve as the primary liaison with USAID, project partners and relevant project stakeholders. The Project Director will have primary responsibility for achieving and executing the project's vision and strategy, managing critical relationships with key partners and MOHs to maximize synergy and collaboration, and ensuring that all contractual requirements are met on time and within budget.

This position is contingent upon donor approval and funding. This is a full-time position that will be based in Washington, D.C. and report to the Senior Program Director/Portfolio Lead.

Key Job Outcomes:

  • Oversees and provides strategic direction of all project activities ensuring that programmatic directions are technically sound, evidence-based, and consistent with USAID priorities and are in alignment with USAID's NPI principles to achieve project results.
  • Ensures that project performance objectives and mandates are implemented in a timely fashion and meet donor's requirements.
  • Serves as the Project's main point of contact to USAID, host country government agencies and partners, and counterparts. Cultivates and strengthens positive, productive relationships.
  • Participates in country co-creation activities to ensure alignment between global-level and country-level plans, priorities, roles, and expectations.
  • In collaboration with the Project Management Team, establishes and maintains financial and grants operations, ensuring compliance with Pathfinder's policy and USAID contract provisions.
  • Conducts monthly reviews to ensure accountability of all project activities as well as the accurate and timely reporting of programmatic and financial deliverables.
  • Ensures systems are established to measure accomplishments, track work in progress and use of project resources, and evaluate impact of services provided by implementing partners.
  • Establishes and oversees relationships with MOHs and a diverse set of local CBO, CSO and FBO partners, resource partners, private sector partners, and collaborators (including other NPI GH COVID-19 Round implementers) across multiple geographies and health areas, to create synergy and ensure that project responsibilities are carried out in accordance with donor requirements and regulations.
  • Works with Project staff and team members' long-term advisors to design and operationalize an annual project planning cycle based on comprehensive, integrated annual project workplans and budgets.
  • Actively participates in relevant technical advisory/working groups and professional forums representing Pathfinder
  • Works successfully with Pathfinder's Headquarters financial, technical, and operations officers by providing accurate and timely reporting and updates on the project progress.

Minimally Required Job-Specific Competencies:
  • Demonstrated knowledge and experience in designing, and implementing community health programs, DRR/preparedness, community health surveillance, and/or resilient health systems and communities.
  • Extensive experience implementing integrated health service delivery, training, supervision and quality improvement systems.
  • Extensive experience interacting closely with government agencies, host-country governments and counterparts, and international donor agencies.
  • Has demonstrated experience in effectively engaging partners and managing multi-partner consortia;
  • Demonstrated knowledge and experience with USAID policies, rules and regulations
  • Demonstrated track record in managing for results;
  • Demonstrated leadership, management, coordination, teamwork, and planning skills, with proven ability to liaise effectively with and collaborate with diverse stakeholders, including global Technical Working Groups, national, local, public and private partners

Minimally Required Organizational Competencies:
  • Software Applications:Advanced knowledge of MS Excel, PowerPoint, Word and Outlook.
  • Communication and Influencing Skills:Proven ability to influence others through diplomacy and proven oral and written communication skills.
  • Passion for Sexual and Reproductive Health and Rights:Commitment to family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful traditional practices.
  • Self-Management and Teamwork:Ability to work independently or as a member of the team, ability to be detailed-oriented, and ability to manage stress effectively in a fast-pace environment.
  • Matrix Management:Ability to thrive in a matrix organization.
  • Confidentiality:Ability to maintain confidentiality on work related matters

Required Education, Training and Experience:
  • Master's degree or higher in public health, healthcare, epidemiology, global health security, international development, or a related field
  • Minimum 15years' experience in international health programming
  • Minimum 10years' experience in senior-level management positions and experience leading large and complex US Government-funded programs in developing countries.
  • Strong interpersonal speaking and writing skills in English; proficiency in additional foreign languages highly preferred.
