Reports To: Director of Behavioral Health - Cape Cod

Job Summary:
The Program Evaluation and Quality Analyst will lead the efforts in performance measurement and service quality assessment including critical trend analysis through cooperative strategic planning, informed implementation and comprehensive reporting. This position contributes to the Bay Cove mission by ensuring services are delivered in a timely manner, are of exceptional quality and are accessible to all seeking assistance.
This is an Exempt position.

Essential Functions of Position:
• Provide oversight of quality measurement requirements for all services provided as part of the Community Behavioral Health Center (CBHC) system and will support partnerships with other providers and organizations
• Support the work of the Cape Cod Certified Community Behavioral Health Clinic (CCBHC) by managing and analyzing data, supplying statistical information and providing technical support to help the program to allocate resources, measure performance, and modify the program design as indicated.
• Develop protocols and guidelines to address zero barrier intake and rapid needs assessment, infrastructure needs, triage workflow and access to services within or across organizations
• Summarize data in text, graphs and tables; assist in planning, conducting and analyzing of assessment tools and surveys; assist in the preparation of proposals, reports and presentation materials for meetings
• Work with partners to develop workflows and track Electronic Health Record (EHR) training of all internal and partner staff in the use of the unified EHR
• Provide collaboration and direction regarding Quality Improvement activities
• Recommend service level policy changes, as needed
• Other duties and projects as assigned by supervisor

Requirements for the Position:
• Master's degree in Human Services Management, Public Administration, Social Work or related field preferred
• Minimum two years in a quality related or research analysis role in a human services agency
• Direct experience with Performance Improvement systems
• Ability to streamline and implement new structures and roles that create speed, efficiency, and support rapidly shifting business demands
• Strong working knowledge of industry regulations and legislative guidelines
• Demonstrated ability to identify opportunities and obstacles and develop effective, creative strategies
• A COVID-19 vaccination is a requirement of the position. One COVID-19 shot is acceptable, contingent on the individual receiving the second shot within the allotted time frame.
