Purpose

The Manager Environmental Compliance (Environmental Management Systems [EMS]) is a leading role within the Offshore Renewables Business, responsible for the delivery of environmental compliance and providing environmental input on commercial-scale offshore wind projects throughout the full project lifecycle: from development to construction and operation, and ultimately decommissioning.

The Manager Compliance (EMS) will be responsible for environmental compliance across projects within the Company's US Offshore Wind project portfolio. The role will lead the implementation and maintenance of the US business-wide Environmental Management System (EMS) and ensure environmental regulatory and legal compliance through audit and development of new processes. The qualified candidate will ensure that appropriate standards of quality, best practices, and exceptional environmental performance are applied.

The Manager Environmental Compliance (EMS) is responsible for providing leadership to a team of Environmental Compliance Advisors supporting various Avangrid US Offshore Wind projects. The role is also linked closely with the US Quality Health and Safety team and the Global Environmental Compliance (EMS) team. The position is based in Boston, Massachusetts and may require travel in the US with occasional international travel.

Responsibilities

  • Avangrid's US Offshore Wind main point of contact for environmental management systems
  • Play a key role in Iberdrola's Global Offshore environmental management team, reporting to the Director, Environment in the US, and supporting the Director, QH&S and the Global Senior Manager Environmental Compliance (Environmental Management Systems)
  • Lead a team of Environmental Compliance Advisors working directly with Avangrid's US Offshore Wind Projects
  • Ensure that Avangrid's environmental policies and practices are embedded and matured in all US Offshore Wind projects with a focus on continuous improvement, and full environmental conformance and regulatory compliance requirements are met or exceeded by employing industry best management practices
  • Oversee the creation of key project environmental documents by Environmental Compliance Advisors, e.g., project- or activity-specific Environmental Management Plans, Environmental training offerings, environmental compliance registers
  • Work with package managers to develop tender documents that align with Compliance and EMS requirements
  • Work with Program Manager - Offshore Regulatory Compliance, to embed environmental compliance KPIs in projects
  • Oversight of ISO 14001 audits of the EMS, including documentation and addressing findings associated with training, recordkeeping, and monitoring and measurements (ISO 14001 4.5.1)
  • Reporting of environmental compliance incidents to regulatory authorities as needed and in coordination with Permitting Managers
  • Liaise with the Health & Safety team on interface topics, and participate in Hazard Identification (HazID) workshops and design reviews and contractor management
  • Assist with the inspection of appropriate aspects of offshore assets and activities to ensure conformance and compliance with environmental standards
  • Support the establishment and maintenance of environmental stakeholder relationships (e.g., BSEE EMS Coordinators)
  • Facilitate the incorporation of lessons learned from all project phases into the EMS, particularly monitoring/feedback
  • Interface with joint venture partners on EMS elements, to ensure business and regulatory (conformance and compliance) requirements are met on these projects
  • Support the planning and recruitment of additional environmental resources in the US
  • Assisting with assessment and approval of all contractor EMS proposals throughout pre-selection, tendering, award and project execution phases to ensure quality and reputation of suppliers
  • Deliver consistent, high quality, cost effective specialist technical advice in relation to Environmental Compliance and EMS

Skills and Requirements

  • Bachelor's or graduate degree in in environmental studies/science, marine affairs, engineering, or related field from an accredited program
  • 5-10 years' experience within an offshore industry (wind preferred)
  • Environmental Management Systems experience including auditing of EMS or SEMS/OMS (auditor qualifications (e.g., ISO 14001 certification)) preferred
  • Experience in environmental compliance, preferably in the offshore construction industry (knowledge of offshore wind desirable)
  • Experience of working in teams involved in large multi-jurisdictional projects
  • Pro-active and diligent approach
  • Working knowledge in environmental regulations associated with construction (onshore and offshore) of marine and/or offshore wind projects
  • Good communication and interpersonal skills. Ability to communicate effectively with a range of business functions and consultants
  • Good report writing, presentation skills and ability to summarize key parameters and drivers impacting the work scope
  • Ability to work under pressure and within tight deadlines
