Job Description:
This position is responsible for administrative and programmatic oversight of the federal grant programs available to the Nebraska Commission on Law Enforcement and Criminal Justice. Funding will be provided through the US Department of Justice, the Bureau of Justice Assistance, and other federal partners. These grants are an important source of funding for state and local stakeholders engaged in programs targeting law enforcement initiatives, domestic violence, crime victims, juveniles, and other criminal justice concepts. This position will be responsible for grant management activities with stakeholders and will serve as the direct point of contact with federal and state grant authorities. This position will assist the Federal Grant Program Administrator with fiscal management of grant funds.

Job duties

- Plan and participate in various phases of the grant management process, such as the application, monitoring, and budgeting of funds to ensure rules and regulations are complied with.

- Provide technical assistance to other agency staff in proposing projects and developing legal and financial support documents to ensure guidelines and deadlines are met.

- Review statutes rules and regulations associated with agency projects to determine their application to fiscal and grants management practices.

- Plans audit procedures and reviews budgets to ensure the efficient use of funds.

- Assists grant recipients with information regarding various federally funded activities and in writing extensive activity and progress reports.

- Monitors payments to grant providers/recipients to ensure the proper allocation/distribution of funds.

- Assist with the development of contracts and other mechanisms used by project managers to manage state and federal funds.

- Participates in site reviews to examine compliance with appropriate statutes, rules and regulations.

- Prepares special reports as requested by agency management to monitor grants and to examine compliance with appropriate statutes, rules, and regulations.

Requirements / Qualifications

Minimum Qualifications: Bachelor's degree in business administration, accounting, or other appropriate curriculum, plus two years of significantly related work experience, or a combination of education and experience equivalent to the above requirements. Experience can be substituted for education on a year for year basis.

Preferred Qualifications: Four years experience in grant management, contract administration, accounting, budgeting, OR other fiscal related areas of work. Additional years of experience in the area listed may substitute for the required education, on a year-for-year basis.

Other: This position requires travel. As such, the incumbent must be able to present a valid driver's license or another form of reliable transportation.

Regular and reliable attendance is required.

Knowledge, Skills and Abilities

- Knowledge: of state and federal statutes and legislation regarding aid administration; agency and state fiscal policies, rules, and regulations; State Accounting System.

- Skill in: quantitative and analytical review; planning and organizing.

- Ability to: analyze financial transactions; work independently, with little supervision; work efficiently and effectively with staff in other divisions and agencies; complete accurate reports.
