SUMMARY

The Communications Policy Analyst plays a critical role supporting the United States Department of Agriculture (USDA) Rural Development (RD) Agency. The successful candidate will have demonstrable experience writing, reviewing, or recommending policy at the federal or state level, and outstanding and persuasive communication skills that include the ability to convey complex subjects to a wide variety of audiences in a variety of formats. This position requires the ability to distill research, data analyses, new and pending legislation, and established governance and business rules and work with a variety of policy and program experts to create compelling business cases requiring Congressional approval.

This position will regularly work with stakeholders and other team members. This is a contract position supporting the USDA RD Agency.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following.Other duties may be assigned.

Adapts strategies and business rules using lessons learned through upcoming pilot programs and establish new or recommend changes to existing governance and policies.

Becomes adept at understanding and distilling relevant federal and state regulations to justify proposed solutions.

Ability to determine impact of proposed actions to constituents/customers.

Follows and discusses guidelines and regulations as part of the business cases.

Highlight successes from pilot outcomes and related industry best practices research.

Works with Analysts to identify and describe how anticipated savings can be repurposed for state and field operations.

Reviews relevant collective bargaining agreements to ensure recommendations comply with any existing union policies.

Reviews Diversity, Equity, Inclusion, and Accessibility (DEIA) policies and consult with Agency SMEs to ensure recommendations consider and promote fair and equitable treatment of the workforce.

Works with communications team to develop ongoing communications and engage staff and customers throughout the process.

Works with communications team to develop content, edit, format, incorporate high-impact graphics and organize information into a compelling narrative that outlines recommendations and lays out the proposed path forward.

Assists senior team members in communicating with client constituents, ensuring consistency of written products and procedures, providing related input on training modules, program documents, and communications deliverables.

May provide input on or run training sessions, interviews, or other stakeholder engagement activities.

Plans daily activities within the guidelines of company policy, job description, and supervisor's instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

Promotes and encourages a culture of compliance with all applicable rules (federal, state, local, Federal Acquisition Regulations, Code of Federal Regulations, Prime Contract requirements, etc.) for themselves and the company as a whole.Fosters an environment in which they will reportanyviolations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract.

EDUCATION / EXPERIENCE

Bachelor's degree in Political Science, Public Policy, Journalism, Communications, or similar field of study, and a minimum of seven (7) years' experience managing and supporting a variety of large communication projects involving legislation or policy, or an equivalent combination of education / experience.Master's degree preferred.

CERTIFICATES / LICENSES / REGISTRATION

Expert level of proficiency in MS Word, Adobe, and PowerPoint.

Working knowledge of Project Plan and Excel preferred.

Skilled proficiency in collecting, compiling, editing, analyzing, and presenting data.

Able to understand and adjust the tone and technical terms used to meet the needs and ensure understanding by the intended audience.

Create diagrams, charts, and other visual aids to assist readers in understanding technical information.

Comfort with using a variety of media forms to convey information.

Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals.

Ability to resolve conflicts, grievances, confrontations, or disagreements in a constructive manner.

Exceptional organization skills with ability to effectively manage multiple projects and priorities.

Excellent verbal and written communication skills (writing, editing, grammar, punctuation, presentations, graphics).

Exceptional customer service, listening, and relationship-building skills.

Detail-oriented with ability to effectively multitask.

Ability to learn and apply new knowledge in a fast-paced environment.

LANGUAGE SKILLS

Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries and address complaints from stakeholders, the client, or members of the internal team. Ability to write articles or documents that conform to prescribed style and format. Ability to effectively present information to a variety of stakeholders.

MATHEMATICAL SKILLS

Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
