Overview

Intrepid Solutions has an opportunity for a Capture Manager on our business development team to initiate, lead, and support comprehensive capture efforts across a series of strategic and priority opportunities.
Responsibilities

The qualified candidate must thrive in an environment where he or she is responsible for the management and execution of the full capture life-cycle across multiple priority pursuits and proposals. Focal areas will be across the intelligence community, DoD, and Federal Government, with special emphasis on the Defense Intelligence Agency (DIA), the Army Responsive Strategic Sourcing for Services (RS3) contract vehicle, and other intelligence community agencies as directed. He or she will lead strategic capture activities for targeted customer agencies and major procurements to expand our business, relationships, and impact across the community.

We are an agile team looking for a highly motivated, detail-oriented, self-directed team player to accelerate our capture of new business. The candidate must understand and support our proposal process to maximize the impact of Intrepid products and services. This individual will work across functional areas and team members, Business Development, Technology Solutions, and operational leadership to develop, refine, and execute capture strategy for key organizations and procurements. This includes detailed opportunity shaping with key Government agency leaders, targeted partners, teammates, and vendors to deliver winning solutions with insightful competitive analysis.

The Capture Manager will gather, assess, and validate customer requirements, working closely with business development leads - identifying related needs and constraints that impact the winning solution. The candidate will develop value propositions through program strategies, project plans, and early win strategies that support the strategy throughout the capture lifecycle. The candidate will exercise sound judgment within broadly defined practices and policies; regularly interact with various of management, functional POCs, staff, and customers; and display a high degree of tact and diplomacy. Successful characteristics include: business and technical vision; disciplined strategic thinking; strong customer relationship development; "roll up your sleeves" mentality, diligence and commitment to develop business; analytical presentation and problem solving skills; and the ability to establish and maintain solid working relationships and communication with technical staff, managers, and peers.

PRIMARY RESPONSIBILITIES:

  • Lead $50M- $100M captures, including strategy, call plan development and execution, opportunity shaping, teaming, and strategic proposal support.
  • Focus on DIA, RS3, and other priority intelligence community agency pursuits.
  • Responsible for pipeline development of strategic, tactical, and organic growth activities:
    • Support pipeline analysis, planning, and management through opportunity reviews, metrics, and pipeline tools
    • Use and understand various acquisition intelligence and forecasting sources.
  • Develop, organize, and execute capture and customer-shaping activities for targeted opportunities, including building successful industry and Intrepid-internal teams. Lead team selection, coordination, negotiation, and data calls.
  • Plan and participate in capture activities, to include white papers, RFIs, sources sought, workshops, opportunity gate reviews, black hat sessions, collaboration sessions, and proposal reviews.
  • Conduct and assist with gathering, assessing and validating customer requirements, identifying gaps and emerging requirements. Review Draft and Final RFPs, lead competitive analysis, price-to-win, and technology analysis activities that are supported by our entire team.
  • Develop value propositions, support business cases and project plans, and develop win strategies.
  • Communicate resource needs and leverage resources assigned, collaborating with subject and technical matter experts, functional leads, and Program Managers.
  • Conduct after-action reviews for all business opportunities, document lessons learned, and identify necessary adjustments to capture technique, strategy, and actions.
  • Provide moderate support for capture program proposals and reviews.

OPERATING HOURS AND EXPECTATIONS:
  • This position will have regular Monday-Friday work hours with variations expected during surge periods.

TRAVEL:
  • Limited travel expected to clients and prospective clients.
Qualifications

CLEARANCE:
  • Active Top Secret / SCI clearance required.

EDUCATION:
  • Bachelor's degree in a related field and 6-10+ years of related experience. Additional experience may be substituted for the degree requirements.

SKILLS AND EXPERIENCE:
  • Excellent interpersonal, problem solving, and business acumen.
  • Leadership skills to develop, organize, and execute significant capture activities, including building industry teams, assessing win probability, ensuring execution of customer call plans to shape acquisitions to respond to and win business with new and existing customers.
  • Extensive knowledge, experience, and success in winning Federal, DoD, or intelligence community (IC) captures of large scale opportunities $50M+.
  • Confidence and experience dealing with executives; ability to work efficiently in fast-paced, time-sensitive and often multi-tasking environment.
  • Demonstrated understanding of contract types (non-IDIQ, IDIQ - single or multiple award contracts), as well as payment types (e.g., FFP, T&M, cost plus). Demonstrated working knowledge of the Federal Acquisition Regulations (FAR).
  • Ability to work and execute a quick reaction process for all government responses. Ability to influence constructively and interact across the corporate structure.
  • Ability to travel, as necessary, in support of capture activities.
  • Ability to use automated tools such as Microsoft Office and Pipeline Management tools to present ideas, information, and reports.
  • Key factors include: diligence, sound business judgment, keen conceptual skills, intellectual discipline, self-confidence, imagination, well-developed management skills, and the personal ambition to play a major role in the growth and success of a high technology company with a strong heritage for high quality and responsive service to its clients.

PREFERRED QUALIFICATIONS:
  • Previous DIA, IC, and Army RS3 capture experience.
  • Strong Government and industry relationships.
  • Experience with federal government budget, investments, and acquisition processes.
  • Ability to gain internal support and establish a solid working relationship with technical staff, division managers, and peers.
  • Ability to deliver and willingness to provide effective coaching, mentoring, and training of the capture and proposal process.
  • A proven history of action and problem solving.
